Humankind is currently looking for a Strong International Organization:
Responsibilities (more here):
To maintain international peace and security;
To develop friendly relations among nations;
To cooperate in solving international problems and in promoting respect for human rights;
To be a centre for harmonizing the actions of nations.
Accuracy and diligence;
A strong sense of Justice;
A forward-thinking approach to the management of world problems;
A team builder who can develop and maintain good relationships and gain the confidence of conflicting countries both within the organization and outside.

There surely is need of that.Unfortunately it is not established by humankind but only by the happy few and directed that way to.As it is now arranged we should monitor it closely because otherwise whole groups of individuals are overrun.Check out for this context Http//www.globalpolicy.org
I thought we have United Nations for these particular reasons you listed, but obviously it fails to exist...
